Problem with overclocking GPU

I have asus strix 1080 advance version (1835mhz oc mode) and when i overclocking my gpu nothing change even i change it to a lot of higher clock like 1915mhz... I'm using gpu tweak II for overclock and i used ai suite 3 but nothing changed. For some strange reason when i overclocked and tested it with benchmark programs and games, i got lower fps, even in cinebench R15 i got lower score than the oc mode and gaming mode in gpu tweak II. What is the problem ? it's possible my gpu be defective?

Does your actual clock rate in benchmarks/games go up after you increase the frequency in GPUTweak? Did you increase the power limit?

Yes it does. This is my settings in tweak II if that helps.

I notice the same thing, when i change the value of memory clock i have higher fps and when i change it with -1 or +1 i have lower fps, that is very weird...
