BF1 Using 100% CPU?

Power Supply: U12-42467 (Model #)

CPU: Intel Core i5 4590 3.30 GHz

Disk Drive: Kingston SV300S37A120G

Motherboard: GA-Z97-HD3

GPU: GTX 1070 8GB

RAM: CMZ8GX3M2A1600C9

I checked in task manager, my CPU is entirely used up by the game. Is this normal? I get terrible frames, unless I'm on low and that's if I'm not in combat/not a lots going on. Judging from my specs, it's my RAM and the CPU that's bottle necking... Is that right?

Given your CPU is maxed out at 100% I think you know that the CPU is the issue. The minimum system requirements for BF1 call for a 6600k which means you don't meet the minimum requirements. BF1 is one of the most CPU intensive games on the market right now and it takes a pretty beefy system to run it well.

Thank you, just wanted to confirm with the big boys that my CPU was actually the bottleneck so I don't needlessly upgrade something I don't need for any of my games.
 

While the CPU is the bottleneck it does not explain your terrible experience,it should be running fairly well even with plenty of stuff going on on screen.
Look at a few youtube videos with lower and equal CPUs than yours just for comparison.
Also you mention that you have to use low settings to get somewhat decent FPS,which means there is a different problem that has nothing to do with your CPU,like ARICH5 said make sure the monitor is connected to your gpu and not the mobo.

Okay, so I just retried BF1, as it turns out. Having DirectX 12 on heavily cripples my frames. With it off I can run medium decently with somewhat frequent dips below 60. Not sure if this performance would better explain things.

Have you updated your bios to deal with the Intel spectre/meltdown threat? I did that and my cpu usage shot up to 100% and my fps dropped to 40. I uninstall the bios update and my cpu usage was back to normal and I was hitting 60fps again. I'm using a i5 6500 and a GTX 1060 6GB
