Initialize additional hard drive not available option

Installed additional hard drive. In Disk Management there is no option to initialize, update letter, or ANY function at all. Right clicking on drive has no options other than "help". Information appearing in table: Volume: Disk 0 Partition 3; Layout: Simple; File System: blank; Status: Healthy(recovery partition); %free: 100% No letter shows up in File Explorer.
 
Solution
There is no partition on your new disk. Create a partition and format it (right-click on unallocated space and choose "new simple volume").

Your previous info about recovery partition was misleading. Recovery partition is located on your old drive. You don't need to touch it.

Can you show screenshot from Disk Management?
Recovery partition on your new drive will have to be deleted. Use diskpart utility to do that.

Sorry, I don't see how to upload a screenshot. Also tried uploading to google photos and pasting the url between /img tags but that didn't seem to work either. Could you provide some detail on deleting the recovery partition? Would there be any other information from the Disk Mgmnt screen I could provide? Thanks for the help!

Commands to delete recovery partition would be similar to this:
  • diskpart
    list disk
    select disk x (x - number of your new disk)
    list partition
    select partition y (y - number of recovery partition)
    delete partition override
    exit
Be careful. Select the right disk and right partition or else you'll loose data.
