Does ram stick placement matter

I got a new cpu cooler, and one of the minor problems with it is that it's so big it blocks up 2 of the ram-stick slots. The last 2 are still free, however, so I am able to put in the ram sticks on 3 and 4, but does it matter where they are or is this okay? I looked this up and tried to figure it out, but the only things I could find were recommendations of putting the ram sticks in 1 and 3 or 2 and 4, but that is not an option for me. Does the placement of ram sticks matter, do I need to configure this, or what?
 
Solution
- Slots 3 and 4 should work although you will lose dual channel mode. You should be able to boot with this configuration unless the RAM isn't seated properly or the slot is dusty.

- Low profile RAM can be purchased to deal with RAM slot blocking.

- Getting another CPU cooler that doesn't block RAM slots is also an option. If you do this, revert to RAM slots 1+3 or 2+4 for dual channel mode.

The motherboard is an Msi 970 Gaming and the cooler is a Noctua NH-D14.

I have also discovered that the computer doesn't connect to the monitor and does a double short beep. This is supposedly because the ram stick pairing is not working, will I have to get a new cooler or fond another way to put in the ram sticks (I have 2)

I've tried that, the cooler blocks 1 and 2 and you cannot try to fit the ram underneath. I've reseated the ram multiple times, however I will try your other suggestions, I'm planning on ordering a new CPU cooler anyway.
