Surface pro 2017 i7 16gb.
As soon as I turn on my pc the ram usage is at roughly 3-5 gb and that's the lowest it will ever get. But when I'm browsing it stays in the 9-14gb range running only edge. Granted sometimes I'll have 10 tabs or 15 tabs but it seems ridiculously high. I've run my kaspersky antivirus and nothing comes up. I'm unsure if this is normal but my gpu usage will sometimes be at 99% then 3% then back to the high 90s. Edge is the only thing in task manager.
This weekend I'll have my first and brand new build completed which is a 8700k,extreme4,16gb 3600 ram so I'll have another pc to compare the surface pro to.

Thanks in advance

each individual program will gobble up as much RAM as is available to it. So if you only have 4GB of RAM, it will use as much of that as it can, and if it has to, it will page back and forth out of the SSD/HDD.

I've never used Kaspersky, and I don't know anyone who has, so I can't say anything specific about it. I do know that over the years, especially each time Win10 updates (every couple of months at least, not counting the daily updates to things like Defender), some AV programs break either themselves or Win10 until the vendor does a patch.

Also, some AV programs are puking over the patches various people--including Microsoft and Intel--are putting out to try to fix the Spector and Meltdown abortion, and this may be partly...

so, download/open Chrome or Firefox with the same sites/number of tabs open, and see what happens.

When I first using Edge as my default browser (in Insider Preview editions of Win10) I shut off Windows Defender and used Avast, Bitdefender, and AVG, more as a test as anything else. I saw huge--up to 90%--RAM usage (and I had 16GB at the time). I found Bitdefender unstable, it would lock itself up and require a reboot of the computer. Avast kept wanting to sell me stuff. AVG seemed fine.

Anyway, I eventually gave up on the free/commercial anti-virus programs and went back to Defender. No more outrageous RAM usage. The thing is, Defender is about as good as anyone else's anti-virus software, it is not a resources hog, it's free, and it's built into the OS and browser (that just has to be an advantage). My experience, and my understanding of the anti-virus situation is that using Defender in Win10 (along with taking care with browsing sites and downloads) is the only protection you will need.

BTW, I saw high (but not as high) resources use with chrome and firefox, too, using commercial AV programs.

The kaspersky is a paid for AV no ads or anything like that. I'll test with chrome or another web browser but if it's still using almost 13 or 14gbs of ram that's normal? So what happens to people using a pc with 4,8 or even 12 gb of ram?
