5800k overclock with A88X mobo

I've been searching all over the internet the similiar combo i use to make a compare for what i achive.
the far as i go it got 4.5ghz but for 1.5v and i feel bad about this. And everytime i shutdown my computer, when i turn it back on the other 2 cores only runs at 1.3ghz.

they say motherboard had a issue because it have 4+2 phase delivery and 5800k @4.5ghz should have 8+2 phase delivery. And i try to oc it slow one notches at the time but the score on cinnebench it never up i mean not huge up but only 1 digit score. Is there anyone can help me to oc my 5800k to achive 4.5ghz ? Or at least it oc above 4.2ghz.

Gigabyte G1 sniper A88X
Cooler Master Hyper 212X Turbo
Corsair vengeance pro 8GB(4x2) of ram @1886 mhz
Asus strix gtx 960
Corsair VS550 power supply

And the motherboard only have a offset mode and its like +0.000v, so i cant input the number of voltage for vcore, ect.

when I change the voltage like +0.130v to +.0123v the other clock back to normal speed. but when I shut down and turn it back on, the 2 core underclock again.

now I'm running on 4.4Ghz @1.45v and the other 2 cores still underclock to 1.3GHz, in my cinebench score 4.5Ghz got a score of 303pt and the default is 230pt. when I look up again, a 4.0Ghz got a score of 311pt.

I don't remember what setting i choose but the 4.0Ghz is the highest score i've ever got in cinebench. they said AMD overdrive causing it to underclock because it changes the Vcore to default when boot. but I already uninstall it, so How far can I go with the vcore?

It didn't work, i put vcore +102v from default 1.337v thats brings to 1.43v @4.2Ghz. when the computer shutdown and turn it on again still underclock itself to 1.3Ghz btw i turn off all the other voltage option like turbo core, cool&quite, APM, C6 all disable. Maybe some of those setting cause it? I don't know. It still remains and underclock itselft when it shutdown, when restart is not affected.
