unidentified network issue

I have just built a brand new pc, installed windows and when it asks me to connect to a network it says that my ethernet connection is a public network anf that it cannot recieve an ip adress. First i thought the issue was in the cable so i got a new one and didnt work. So far i have tried everything i found on the internet and nothing seems to work. Is this a driver issue?
motherboard: asrock ab350m

Describe your network. Do you have other devices on this network? What router do you have? What modem do you have? Do you have a server or router giving out DHCP?
If it's only one computer hooked up to the internet through a simple modem/router, you may need to unplug the router (count to 20) and plug it back in. (although this is normally not the case)
