Integrated and Dedicated Graphics simultaneously

I have a Dell Laptop with Intel HD Graphics 530 and GeForce GTX 960M. They work at the same time on the same monitor, I can pick and choose which programs run on what. I curious if I can do the same thing on a desktop.
I've got a Lenovo Desktop with Intel HD Graphics 530 and GeForce GTX 980. The Intel graphics are completely disabled.

Actually it is not working simultaneously on your laptop. It is just activation which gpu to use to save some power for you. You can not push both gpus same time on the PC or laptop.
Using switchable gpu on desktop pc needs some bios level mod which no mobo provides till date as it does not makes any sense. When you add a gpu on a pc, it deactivates the igpu and switches to dgpu. There was a stupid VirtueMVP software in some of old Z77 asus boards that has claimed to use both igpu and dgpu but it was an absolute crap and asus has removed this eventually. So please don't waste your time to enable it on pc as it will be total worthless.

Sorry but I don't believe that it will make any difference unless your igpu is at par with dgpu. Like ur using say gt8800 or something with igpu of 7th or 8th gen Intel. Even you connect two monitors with something like gtx1050 or 1030 still then dgpu will be way much faster than intel igpu like a Airbus vs F22 rapter.
There must be something else which hinders ur stream performance or some misunderstanding.
What performance gains ur talking about and exactly what ur doing?
