New M.2 SSD wont let me format it

I just installed a new SSD (Samsung (MZ-V6E250BW) 250GB EVO PCI Express 3.0 x4 NVMe Solid State Drive) but when i open Disk Management it doesn't show under Volume it only shows as (disc 0) underneath that https://gyazo.com/9bdfe20d8e4f4e7914be0be14e17dae2 when i right click disc 0 i have no option to format it anyone know why or can help with this would be appropriated thanks.

You will need to create a new volume on your new disk. Right-click on Disk 1 and select New Simple Volume.
Partition needs to be created first. Only then you can format it.

Do you intend to install OS on to your new SSD?
Then just disconnect HDD, boot from windows installation media and install windows.
Install process will create all the necessary partitions and formatting.

I have a pm 961 drive and it's showing in disk managment 450 mb sizes x 4 disk. It only displays help when I right click on any of them. I have a x370 MSI SLI Plus board. It's showing in bios. I can't do anything with it for some reason. I have achi on and I have 3 other hdds with 1 SSD sata. This is my first time trying to use this m.2 as other told me it was fast. I def can't get it working fast enough lol.

It eventually showed up as unallocated space when i scrolled down to so many disks that Im using. I was able to format. Thanks.
