Help is appreciated

Solution
DDR3L RAM differs from plain DDR3 as it run at a lower voltage. DDR3 standard voltage is 1.5V while DDR3L is 1.35V.

Next, here is your service manual

In it on page 18 you will find the HP 4GB RAM part number is 641369-001 which is a SODIMM DDR3 1600 MHz CAS 11 module
https://www.amazon.ca/HP-641369-001-4GB-1600Mhz-PC3-12800/dp/B008L325TW

This aligns with your CPU-Z report which shows the installed RAM to be 1.5V and the datasheet for that part number again states 1.5V

The RAM you are showing is DDR3L. But this is not an issue as all DDR3 RAM will withstand up 1.8V of applied voltage. It is just that DDR3 RAM will not work at the lower voltage of 1.35V. DDR3L tends to be more expensive than plain DDR3 RAM for this reason.

But a warning here. Off-brand RAM can have some serious quality issues including being dead on arrival. Many brands are manufactured in small shops with no quality control, often with sub-components that are quality rejected from the bigger manufacturers. For RAM I always advise to purchase known brands, you get what you pay for.

Here is a list of some of the known brand products that are available (not sure where you are buying)
