Because HTTPS is only typically used for sites that process transactions and handle secure information and the like. Toms Hardware and many other sites do not use HTTPS. Razer likely would not use HTTPS on the part of their site that hosts drivers, it's just unesscary. If they wanted to give you a virus from a driver download, HTTPS is not what is responsible for trying to stop that.
