*NEW* PC Skips and lags while doing anything.

Sorry if this isn't the right thread for this, but iv'e tried looking for a solution to my problem on other forums and nothing is working.
Recently (just started last night) my PC will skip and freeze while doing anything. Watching youtube videos, listening to music, playing games you name it, it skips and freezes. This started happening after last night when I switched my download server on steam to Valenzuela (im from US) because I was having download issues. After that my PC proceeded to turn off my monitor, keyboard and mouse every time I opened up steam and I was forced to hard turn off the PC. I fixed that issue by just taking the RAM out of the slots and placing them back in. Now I cant play anything, youtube or games without hiccups of freezing, distortion and skipping.

My issue is, everything was running perfectly fine before this. I mean my PC was extremely fast, every game on max setting in 4K no lag, skips or hiccups at all.

Note1: While working on it yesterday I was loosening he screw on my CPU fan, it got stripped so I pushed pretty hard to get it back on there, not hard to the point where you would think something would break, but pretty hard. Could I have messed up my CPU chip?

Iv'e tried:
Updating BIOS
Wiping BIOS to default
Optimizing Drives
Downloading latest drivers for GPU
Clearing static in the system (holding the power button down when PSU isnt plugged in)
turning up the fan speed
Booting in safe-mode
Scanning for viruses VIA Malwarebytes
Unplugging and re plugging everything back in

G.Skill 16GB TridentZ RGB 3000mhz
WD 1TB Black Edition

460x RGB Corsair Case

UPDATE: My internet connection is fine im downloading at 200 uploading at 90 VIA Xfinity.

UPDATE P2: Just got an error while browsing the site saying that my Display Driver has stopped responding and recovered. Im going to assume this has something to do with my issue. Is there any way to solve it?

No way that PC does 4k gaming at max or even at all.

What is that PSU? I have a feeling it could be that because 240W sounds inadequate.

Updated to Windows 10 and it is now basically unusable it's so slow. I cleared all the extra files and backups and all that junk, updated everything and I can barely open chrome. Also, my power supply is 600W what I meant was 100-240VAT which I know means nothing so I kind of screwed that up. And I have ran pubg in 4K on high sending max screen filtering at 60fps so I'm not sure what you guys mean. Anyway, I can barely use my PC now, what on earth is going on.
 


Are you sure it is not a 1080ti, or you are playing at 1080p. A 1060 is simply not capable of 60 FPS PUBG 4k. Either you are playing at a lower resolution, or you are using a streaming service like GeForce Garage or something.

What is the brand and model of that PSU?

PSU is seasonic bronze fully modular. and I'm 1000% sure it's a 1060 founders edition maybe I wasn't playting in 4K tho but my monitor says 2K QUADHD
