Should I stream games using gpu or cpu encoder on Twitch? Dont want to lose too much fps but also want to get good quality.

What is your max upload speed to twich?
With enough bitrate nvenc looks good enough.
For simple games you can use x264 on your i7 for more demanding games it might cause lower FPS depending on the game.
