Is the GIGABYTE GA-AB350M-HD3 good to take a AMD Ryzen 5 1400 to a stable OC of 4.0Ghz?

MotherBoard: GIGABYTE GA-AB350M-HD3
CPU: Ryzen 5 1400
CPU Cooler: Stock
GPU: GTX 1060
PSU: EVGA SuperNova 80+ Gold 450W

I'm trying to find a good MOBO to the R5 1400 that can handle a good and stable OC so i can extract as much performance of the CPU as i can. Is that MOBO good for my purposes? Should i aim a lower OC?

Edit 1: I may change the PSU to a 500W 80+ White and the CPU Cooler to a Corsair watercooler.
 
Not with stock cooler, you need to win silicon lottery to do that.
3.8 is already good enough, 4.0 has no obvious advantage.
I will also try a better MB
Don't spend extra on 3rd party cooler, a waste
That 450 psu is no good, do you live in US? Total budget? Major Usage? May help you fine tune.

No, i don't live in US. I live in Brazil, unfortunately, where everything is very expensive.
The major usage of this config would be to play games while extracting all the performance the GPU can give (Ryzen can do it with a good OC). What other PSU you would recommend?
