Low FPS / 100% CPU Usage while streaming

I have an i7 6700 CPU
AMD RX 480 4GB GU
16 GB DDR4 2133MHz RAM

When I'm not streaming my CPU usage never goes above 50-60%, but when I stream it skyrockets to 100% and stays there. Just opening up OBS makes it go up 10%.
Also, in game without streaming on Rainbow Six Siege for example, I get 120-150 fps on Very High settings no problem. As soon as i start the stream that number dips all the way down to 70-80fps and it is very stuttery.

I have tried almost everything. I thought it was my GPU at first so I lowered the preset on OBS for my CPU to Higher, etc and it didn't help. I've even bumped it all the way up to Super Fast just to see what would happen and nothing helped. I'm attempting to stream at 720p60fps also.

I've tried dozens of things but it seems like nothing helps. I can also post my logs as well if anyone needs it to see whats going on.
 


It's normal. Streaming takes a lot of power and the best thing you can do is active gpu acceleration or use amd raptr.

I haven't done a clean install yet. I didn't think it could be that serious honestly.

I see others with even worse specs than I have and they have no problem streaming though so that's why I know there's an issue.
 


They are probably doing 30 fps then because 60 fps is a massive difference in power needed.
