PC will not boot when I add a new hard drive, but will boot with out it

I have a Samsung 850 EVO 250 gb hard drive as my boot drive and I needed some extra storage so I tried to add a 750 gb hard drive(taken out of a laptop) but when I go to power it on with the hard drive installed nothing happens. I don't get my bios or anything.

MSI Z170A PC MATE
MSI R9 390
Samsung 850 EVO
EVGA 550 GS

Sounds like shorted port on drive. Might just have to get a new drive.

Only other thing I can think of is the power supply is iffy and that’s just enough to send it over the edge. Can you try a different power connector (pref on a different cable)?
