Bios won't get past splash screen

Hey kids :p,

So I shutdown my computer last night to restart it after playing with some GPU oc settings. After doing so I let my pc sit for a bit while I went to grab a hot pocket. I return and power my pc, only to be greeted with the splash screen for a few seconds and then a long speaker case beep. After that it stays on the splash for a bit then hops over to a command line with a mouse cursor but I can't move anything. I've reset the cmos, does the same thing, except it gets into the uefi screen and tells me they've been reset and whether I wanna restore defaults I can barely click on anything cause it's incredibly laggy. Doing some research, I believe it's my motherboard to be the culprit. I've ordered a new one (z77) and a 212 evo to have better temps. I've tested ram and it's Good, GPU is brand spanking new and is displaying picture, gpu is a 3570k and has never been oc'd so it should be good. I don't know, tell me what you guys think. I'll post my specs below

Radeon rx580 MSI gaming 8g
600w psu
16gb of memory(brand new)
Gigabyte ga-b75m-d3h

Solution
So apparently the motherboard did shortcircuit at some point. To the case or somewhere else, the same result would be expected and the BIOS was emiting the long beep code.

It's showing all the symptoms of a BIOS corruption... you need to repeat a BIOS reset allowing at least 10 minutes for the reset to finish and if that doesn't work, do a BIOS Recovery as instructed below


Start with a BIOS reset and if necessary follow with a BIOS Recovery.

Option A) Bios reset:
1. Remove AC power or turn off the PSU
2. Remove the battery
3. Move the BIOS jumper to pins 2 & 3
4. Press and hold the power button for 60 seconds
5. Wait 10 minutes
6. Revert 1 through 3 and try the computer

Option B) Bios recovery:
1. Remove AC power or turn off the PSU
2. Remove the battery
3. Remove the BIOS jumper (only difference from a reset)
4. Press and hold the power button for 60 seconds
5. Wait 10 minutes
6. Revert 1 through 3 and try the computer

I did a cmos before and it didn't work, so I'll try recovery and get back to you. Thanks for the quick reply.

Update: It did not work, does the same thing as before :/

Other finds advice to reset the Graphics Card... a variation I'd suggest is removing the Graphics Card and reset and/or restore the BIOS without it, then reinstall the card and see what happens. The idea is the BIOS may need to completely remove corrupted graphics card settings to create fresh graphics settings.

BIOS Corruption here: Coincides with my first answer, so a possibility is it may be corrupted BIOS due to faulty graphics card... that may be why the BIOS reset/restore doesn't work.. it may be getting corrupted as soon as it reads the card again. I'd suggest testing with a different Graphics Card.

Sorry for taking so long to respond. Anyway, I can't get into the bios to fix a possible corruption. I doubt it's short circutting considering it's been fine all these years. Should I try anyway?
 
Bios corruption can get fixed with a reset or a restore using the methods I described above.

Shortcircuiting after time of not having it, can be due to something metallic getting lodged under the mobo (screw for example)... it may not be the cause but you may want to discard all possible causes. Visually check it at least to make sure. Flashlight and small mirror should help.

I solved it, i unplugged all things connected to the board(USB, Ethernet, analog audio). After doing so, the board posted. However, i believe two sata ports are fried as well as two USB ports. I've ordered a new motherboard, thanks for all your suggestions!
