Is this desktop PC hardware enough to max out the sims 4 with no slowdowns?

*Core i7 8700K
*16GB DDR4 3,200MHz G.Skill Trident-Z RGB
*Two-way SLI GTX 1080 SLI

I've only heard of a few specific games that actually benefit from more CPU cores. I've only consistently heard of the newest Battlefield games using more than 4 cores frequently...and that's exclusively during Multiplayer.

It is plenty. I do not know where you got an "enormous amount of CPU resources", but everywhere I read people are doing fine with 4 core i5's or i7's. You will do great with that 8700k.
 
The GPUs are significantly more than you need. The CPU could get taxed if coded properly occasionally, but I don't think The Sims effectively uses 12 threads.
