Low FPS in games with good specs

Hi!

I really hope that someone out there can help me with my problem.
My pc runs about 100-150 FPS in game, with settings I've tried on another PC that is MUCH slower with same FPS.

I updated my pc recently and sometimes in CSGO with the old build, I had around 400 FPS, and other times it was around 100 FPS, and I didnt change any settings or anything else.

With my new specs im not getting over 200 in any games...
League of Legends
Rocket League
CSGO
And many more, which I should have at least the double.

I changed the MB, CPU and RAM and applied water cooling.

I use a Acer Predator monitor with 1440p, and the FPS doesnt change if I go down to 1080p, it's still the same.

NEW SPECS:

i5-8600k
Asus Z370-G Motherboard
MSI 1070 OC
16GB RAM 3000MHZ
550W PSU
KRAKEN X52 Water Cooling

I've tried the following:

- Power settings are on high perfomance
- Heating is not the issue (around 50 degrees)
- Tried many different settings in geforce control panel
- V-SYNC is OFF (also tried it ON)
- Did a full clean install of windows, with all the correct drivers installed

I've got a lot of help from friends and from work (I work at a place where we build pc's for private customers) and I cant figure the problem.
It's very frustrating when I've spend so many hours and money on this.

In most games my GPU are on 50% or less in load.
In the game PUBG (where my GPU is hitting around 100%) I actually get decent FPS.
And CPU is only hitting around 30-40% in general.

Hopefully someone can point out the problem.

Solution
Seasonic Focus Plus series is very good too, as well as pretty much every other Seasonic or Super Flower PSU.

be quiet PSUs are very quiet, the Straight Power 10 series is recommendable too if noise is a primary concern.

Edit: but can't judge whether a new PSU will really help. It makes sense to get a better one, but whether it will help...?

Do you have a G-Sync monitor by any chance? Or mistakenly enabled a framerate limiter somewhere? You should see about 200-350 FPS in CS GO with ~30 players and more with less. More players will drop down FPS. (Not sure whether you knew that already)

put it this way if you can afford MSI 1070 OC then the least you could do is get a half decent PSU too power it but that is just me I would get a 600 -700 watt tier 1 PSU all the rest of your rig is great

I would recommend an EVGA SuperNova Gold G2 / or new G3 /GS / GQ, Platinum P2 / PS, or Titanium T2 or a Seasonic M12-II Evo or S12-II
GOOD PSU EVGA is a B2, G2, G3, P2, GS, PS, or T2. Avoid the EVGA B1 and G1 series/ I bought a EVGA G3 with 7year garentee

I dont have great experience with the G2/G3, they are making way too much noise, but I will go with the Seasonic.
Hopefully this will do, my PSU is around 3 years old and are one of the only thinks that I didnt change recently.

@Rarraf - Thanks! I will report back as soon as I have replaced it.

@ZRace - If it makes sence I will do it. :)
I have G-Sync monitor, but it has worked with this monitor before and even with much worse specs.
No framerate limiter is on, double checked everything. (fps_max0) and I doesnt matter if there is 2 players or 30. Still same FPS.
