Weird PSU problem?

So.. for some time i've had a weird problem with my PSU, its a 650watt Corsair Cx650.

Since about 2 months i am having the problem that my computer wont turn on after powering down. If it eventually goes on it will stay on regardless of whatever i am doing, but starting up seems like a problem.. is my PSU broken or is there something that can be done about this particular issue

Next time it happens, remove the power supply and just about everything and do the paperclip test with a fan attached to see if the PSU starts up:

It's definitly not the motherboard as i switched that out to day. Reinstalled windows on first start up nut the same issue remains now, pc wont start back up again. I do not have access to a random psu

RMA is like a 3+ month issue with these companys and their testing. Im asking if someone is known with these kinds of issues, and if it can be helped.

The Netherlands. Usually it's shipped to a german megacenter where they RMA for multiple company's. Shortest time i've had for a component RMA is 1.5 months.
