Is there a cheap, sub £250 1440p 75hz monitor?

I am looking to upgrade my monitor after I get a GPU. I was going to go for the 1070ti which should handle 1440p @ 75hz but I don't know if there are any cheap ones out there. I mainly game and web surf.

Also, is there really any difference for games in a 5ms and 1ms response time?

1440p, 31.5 inch, 5ms, 75hz? Is that alright or is it awful?
