is this a solid 80fps pc

Solution
Lowering settings usually makes little impact on cpu work, however in current games I would expect the 1600 to stay over 80fps the vast majority of the time even if you don't overclock it.

However I would invest in 16Gb RAM. It won't give better fps but will prevent the micro stutter some modern games can get with 8Gb.

You really should buy RAM as a matched kit and not separately. RAM bought separately even if same make and model can have issues. Usually ok but not always and Ryzen is more fussy about RAM compatibility. Therefore if you go that route you should plan on selling the 8gb and buying a new 16gb kit.
