When I first bought this WiFi card, it worked perfectly fine. It had the same download speeds as any other device under the same WiFi. Now, after about 2 weeks, every time I check the download speed of my computer, it is always significantly slower than any other device. On my computer, I ran a internet speed test at 0.2 Megabits per second. At the same time on another device, I ran the same test and got 16 Megabits per second. Perhaps it's the driver? I did not download the Aetheros windows 10 driver that I heard you had to get in order for the WiFi card to be compatible with windows 10. However, the card was working perfectly fine a week ago. Any idea why this problem is occurring?

First, there doesn't seem to be a TL-WDN400. There's a TL-WDN4200 USB adapter and a TL-WDN4800 PCIe adapter. Both are 3x3 MIMO on 802.11n, but the drivers are different because the chipset manufacturers are different.

With the 4200, driver support might be deprecated, so check at this link for the latest. With the 4800, check this link.

Also, TP-Link has a bad rep for not QAing its firmware, so check their site for firmware updates.

If the problem is related to congestion or an unrelated hardware issue on your PC, you'd at least rule out firmware/driver problems by reinstalling those.

P.S. Any reason you bought a 3- to 5-year old wifi adapter? A lot of people have at least 802.11ac routers by now and 802.11ax is coming...

Thank you for your help! My mistake for including the wrong product name, I have now edited the title. As for your question, I was pretty much clueless on the topic of WiFi adapters when I purchased this WiFi card, so I just chose the most popular card with the most positive reviews. I did not realize it may have not been the best buy. Next time I will do more research!
