Windows wont install stucked on spining dots (emergency)

Hello there so i build a brand new pc for a costumer that was working fine for 2 months even with a soft overclock, after that he decided to update the bios of the motherboard and then the problems came out. The pc is not able to install load windows install when booting from a usb since it stucks on the windows/spinning dots screen. I went arround and replace the motherboard Asus B350M gaming plus with a Asus Crosshair Hero VI but the problem persists. I swapped the PSU, Graphics card, RAM, disconnected all the peripherals and internal storage even tried to boot with no internal storage installed just the usb bootable drive with no luck at all.

Also i would like to mention that the new Asus Crosshair Hero VI motherboard gives me some error codes when the pc stucks the most common error codes are "b1 and 63".

PC Specs:
CPU: Ryzen 1800x
New Mobo: Asus Crosshair hero VI
Old mobo: Asus TUF B350M Gaming plus
RAM: Patriot Viper 16GB (2x8) 3000Mhz DDR4
GPU: Nvidia Geforce GTX 1080ti
PSU: Corsair CS650W Gold+
Storage: Samsung 960 Pro M2 256GB/ Seagate 2TB HDD
Cooler: DeepCool Captain 240EX

The installation wont start at all even if i leave it for hours. I have tried also with different usb sticks and all have the same problem. On other Pcs the installation runs flowlessly.


*thats the problem i dont have another AM4 right now and i fear that is a CPU related problem..I just cant see why it should not work from one day to another..
