Buying a monitor (PLEASE HELP)

Hello. I found a monitor from some guy that costs 118 euros, but it's 120hz 2ms GTG! It's the Benq XL2410T 120hz 24' (i don't care how old it is, look at the price!) The guy said it has some black splashes at the end of the screen, but he said that they are not dead pixels. Is there any program to fix these black splashes? If you can deal with those spots and enjoy it as it is, yes, if not, it's not worth repairing those you will end up paying more than a new one.

Ok, how can it be fixed? Is it only on his computer if it it a hardware problem?
