PSU fan speeds up then slows down after turning on

So I have the GX750 CM Storm Edition, everytime I would turn the PC on from a shutdown, it will very briefly spin the fan fast then immediately slow down to silent operation. After that it's normal.

Is that normal for a PSU to do that? Can someone please shed light on this?

Yes, it's normal. It gives max voltage to the fan so it makes sure it starts up. Some dont start on lower voltage even if they can run at that voltage once they are spun up. Also it could be cause the regulating sensors dont start up right away and it takes a few seconds for them to do their job. Either way, dont worry about it if its just on start up and after that it runs normal.
