Won't boot past BIOS

Alright everyone I'm hoping you guys can help me out here. My GF and I just built a new computer on New Years. We had tons of trouble with getting it to boot into and past the BIOS. Through a lot of trial and error and sheer perseverance we got it to work finally. It would still not boot past BIOS intermittently though.

We tried everything and sometimes it worked and sometimes it didn't and we could never pinpoint it to any one reason. Recently she got a desk to put it on and moved it from the counter to the desk and now it's having boot issues again. She's built other computers before and didn't bump it or set it down to hard etc.

Things that have been tried:
- turning off, unplugging from power, and turning back on after 15-30 min
- resetting CMOS by removing the mobo battery
- turning on and waiting 15-45 minutes for it to hopefully eventually load past
- constantly hitting the F2 and/or del key to pull up BIOS
- checking all connections for secure fit
- placing RAM in every slot combination possible
- hooked up a known working keyboard to rule out possibility of non working keyboard (and tried multiple USB ports for connection)

We've tried everything, everything we did before, anything we could think of, and anything that has been suggested before from old posts. Still it won't boot past the BIOS again and we have no clue why. It ran perfectly fine for two weeks, restarted fine, shut down for long periods of time and then booted back up fine, etc.

Specs:
Intel i7-7700 quad core
Nvidia GTX 1050
Corsair H115i Pro Liquid Cooling System
16 GB DDR4 Vengeance RAM
550 watt ATX power supply
ASUS ROG Mobo z370
Corsair link for all fans and LEDs
128 GB SSD

Everything except for the CPU, Mobo, and cooling systems are brand new straight from the store. Also yes the mobo is receiving power and all lights are lighting up as they should on the mobo. No beep codes are being produced either to signify any problems. The only thing I can think of that we haven't done is buy a new battery for the mobo and replace the existing one so if you have suggestions other than that I am all ears.

Update: I bought a case speaker to plug into the motherboard and got a single short beep on boot. Still can’t enter my BIOS but seems that everything is fine hardware wise. Potentially it’s not recognizing the keyboard but swapped over my GF’s keyboard and tried multiple ports. Still can’t get into BIOS.

Update 2: upon reading Mobo manual I’m seeing the green Mobo boot led being lit up after POST however still can’t get into BIOS. LED is staying lit

Can’t seem to reply from my phone so I’m responding this way.

@fallin the problem is that I can’t get into my BIOS. It boots to the screen that asks to press f2 or del to go into BIOS and it won’t access them or go past that screen.

@bajgur the psu is a Corsair 550m. When I built the system virtually a 250-300w supply was recommended so I went a bit higher just in case.

So thank you Bajgur I do have the manual and since I had done a CMOS reset I didn't bother trying to short the CLRTC using a metal instrument (in this case a flat head screw driver). I don't have a jumper on this mobo for whatever reason but after shorting it initially it didn't work.

Removed CMOS battery and then shorted it again for a good 10-15 seconds and booted up into BIOS while holding down the delete key. Was able to confirm all settings and just in case I took off the fast boot mode so I can always access my BIOS on boot without having to prematurely hold del or F2. Thanks again and I just wanted to confirm the solution!
