PSU problem? or something else

I have about 5 things plugged into my usb's, keyboard mouse and astro mix amp. when i have the mix amp plugged in it causes issues with my computer and keyboard. Keyboard will randomly get sticky keys when in and out of games. Could my PSU be at the limit? its a 650w PSU. i have a 1080 ti. Everything runs good if i dont have the amp plugged in.
 
Solution
My first guess would be your motherboard won't supply enough current to those USB ports (And shuts them down respectivly). Try plugging your amp into a powered USB Hub (those with a seperate Power Brick). That should fix your issues.

And for seeing if your PSU is at it's limit, simply get a cheap watt meters you plug in between your socket and your PC. It will show you how much power your PC is using. And if it is close to 650w, you know what to do.

so plugged in a kill a watt... im only using 350 watts max with everything going. I moved my usb's around. i took everything out of the 3.0 ports and all into the 2.0 port and seems like everything is running good. are my 3.0 ports bad?

I can't tell you if your ports are bad. Try plugging low power things (USB Sticks) into the 3.0 Port. If you still have issues, my guess would be yes.
If not, i think the USB 3.0 power delivery on your mainboard might be unable to supply enough power.
