Entire PC is locked in 1280x1024 resolution?

My PC is locked in 1280x1024 resolution. Nvidia won't let me change it to anything else. My windows key is just locked as well. Won't let me open it up.

Boot into safe mode with networking. Open up a web browser and download DDU; display driver uninstaller. Also download your graphics card driver installer from NVIDIA or the manufacturer. Run DDU to remove and reboot the PC and wait. When the PC reboots into normal Windows, reinstall the graphics card driver installer from nVIDIA that you downloaded. Restart again and verify the system is functional.
