Can a underpowered PSU cause a GPU to crash?

GIGABYTE AB350 Gaming 3
AMD Ryzen 7 1700
NVIDIA GF GTX 780Ti
RAM Geil Pristine 8Gb DDR4-2400 x4 = 32GB
PSU ACBel i90M 500W (!?)
ADATA SU800 256GB
WD BLACK 2TB
OS Windows 10 (fully updated)
NVIDIA Drivers (fully updated)

Hi guys,
I usually work with Premiere, After Effect, Photoshop, Illustrator. Whenever I turn on the GPU Rendering, the software crashes. It's the same when gaming. It crashes without any error message (The Witcher 3).
I've looked up on other forums and found out that my PSU's wattage is not enough for the 780Ti when It (minimum 600W).
My question is, can a underpowered PSU cause a GPU to crash like that?

Things I've tried (but doesn' work):
- Reinstall NVIDIA drivers
- Reinstall Adobe's softwares

Any ideas?

Thanks for responding
First, It freezes the windows. Then a warning opens and says "Your program has stopped working" and brings me to the desktop.
