I just got a new samsung 850 evo. I wanted to just clone all my data to the ssd and I thought if I could replace my old hard drive. If I put all my my info from a hard drive to an ssd can I replace the hard drive for a better one without any issues? I want to upgrade to a 2tb hard drive for more storage, currently I have a crappy 1tb hard drive.

Yeah you will be fine, but with the 850, a general rule I heard is make sure to leave at least 20GB free, it helps it move stuff around, but yeah you are fine as long as the SSD has enough space for everything without getting to like 20GB.
