PC won't boot after taking apart to clean.

I just took apart my PC to thoroughly clean it and re-do the wire management. I didn't take out the motherboard, CPU, or RAM. Now when I turn the computer on, everything inside it starts running for a second then turns off, and then keeps doing that until I switch off the power supply. The EZ debug LEDs on my motherboard light up CPU for a split second, then RAM for another split second, and it repeats as the PC turns on and off. I made sure to follow the right procedure to prevent static discharge while disassembling, clean and assembling. And I've checked every connection I can think of. While cleaning the computer I didn't do anything to the motherboard, CPU, or RAM. My motherboard is a MSI b250m Bazooka.
