Computer randomly scrolls up or down infinitely on focused program

Hey,
this issue has been happening for a few months now. Sometimes when I am focused on an application my computer will decided to scroll either up or down infinitely. I can stop it by holding down control but it is still very frustrating. However, this is not the only thing that happens. Other things that happen include: sometimes when I double click on something it will be deleted, when there are multiple of one program open I cant switch between them, and when there are multiple programs open on top of each other I will only be able to interact with one of them. I have replaced both my mouse and keyboard as well as reinstalling all drivers and software related to them and have restarted windows. I have no idea what to do and this is starting to become extremely frustrating. I have to restart my PC every time it happens to stop it. Any help would be appreciated :)

have you unplugged your keyboard when this happens? does it stop scrolling? sticky switch, dont eat/drink/other over your kb.

have you unplugged your mouse when this happens? does it stop scrolling? sticky middle button, dont eat/drink/other with your mouse hand.

generally restarting points to a conflict with certain drivers/software/programs. you have run av scans right? gone to event viewer and seen if there are any fault codes?
