CPU - GPU ( bottleneck ) LOW USAGE

I HAVE :
MBO : ASRock 970 Extreme3 R2.0
CPU : FX8320E,
GPU : GTX 960 Gainward OC 2GB
RAM: 8 GB DDR3 1600MHz
PSU: Corsair CS650
HDD: Hitachi 250Gb / SSD 120GB PNY

And my problem is low GPU/CPU usage. In some games i have GPU 99% usage, but never have full FPS when i put to the lowest settings. When i put my settings on lowest settings my CPU usage is around 55-60% and GPU is on 40% and i have 55FPS, when i put to max settings i have CPU 65% and GPU is 85% usage and have 44FPS. Have fresh install Windows 10. I change settings in BIOS, but dont have any luck with better experience. Thanks :)

well... the few games that you have mentioned are very CPU intensive... so I don't see anything "wrong" with the FPS drop. I think you should start with saving up for a new system. Like I said... your CPU, is quite dated, and it is the "E" line... as well as your GPU has low vRam for today's gaming...

But as I also said before.. you could try and overclock your CPU to relieve some of the low FPS, if you have a good CPU cooler.

honestly it would really depend on the game. But you have 2 major problems, 1 being, your CPU, which is feeling the effects of age... it's just not able to keep up well with newer games because of weaker core performance (now in comparison to new CPUs). It is also an "E" processor, which means that it's more of an "power efficient" CPU rather than a "performance" CPU, so right out of the gate... that slows you down, because it's not focused as much on the performance side.. but you have a nice motherboard, I think it could put out a good overclock on your CPU, do you have a good CPU cooler? an Overclock on the CPU could increase an overall performance on games that are more dependant on the CPU performance.Second, being your GPU... which, yes it's a 960, that's alright for today, but it's only got 2gb of vRam..... which holds it back quite a bit in newer titles.

it really doesn't matter about not hitting FPS at LOWEST settings, if your PC can't do it.. it just can't do it...

maybe, try list some of the games that you play, so we can figure out if you are actually having "normal" performance for your system. another thing would be to make sure that you do not have any viruses or malware on your PC, just to rule out any extra resource usage caused by any of that crap

Thanks for the answer. I have problems in these games : Crysis 3 ( everything fine but have drop from 60+fps to 35 for some sec and put to the normal. Another ( I know Assasin Creed, Far Cry - any Ubisoft game have more CPU usage ) Mafia 3 its playable on medium, but also have drops. MGS V - cant lock 60fps on any settings.GTA V also. When any game have more than 50-60% CPU usage, game have problems with FPS and DROPS and GPU usage from 90% go to 60-40%. Main problem is drops = I have 70fps or 60lock and on moment drop to 32fps and GPU usage from 90 to 40. Few seconds and go back to normal, or stay at this 40-50% GPU usage. This PC is good for me right now, i have mix with PS4 and PC gaming. Next solution is Intel with some GTX 1070 version of the GPU.

I know that dude, thanks for the answer. I try change in some time, first to some Intel CPU, after that GPU. enjoY dude and thanks once more. enjoY, have a nice daY :)
