Welcome to Tom's!
Is the new motherboard the same make and model as the old one? If not, you may need to re-install Windows, as well as the motherboard drivers and any other drivers(like for your GPU).
What are your COMPLETE system specs? Is it a pre-built(like Dell, HP, ETC.) or a custom built unit?

When you say "installed a new motherboard", what exactly do you mean? What caused you to think you needed a new motherboard? Is the new one EXACTLY the same make/model as the old one? Did the build EVER work? How far into the software installation did you get before you replaced the motherboard? Details are important!

So, It worked fine with the old motherboard, then you upgraded it? Did you re-install Windows? Did you install the drivers that came with the new motherboard? Is the new motherboard at least the same brand as the old motherboard? Did you build the PC or was it a pre-built that you just upgraded?

I need to know the whole background of this PC.
