HELP : can I use regular DDR3 with skylake ? and tweak the voltage from 1.65 to 1.35 ?

Hello Guys

So I'm using an i7 6700 non-K with an B150 Plus D3 from Asus
and 1x8gb DDR3L from zeppelin I think with 1.35V and 1.6ghz


So I've seen some second hand ram for like 35Euro and they are Vulcan 2X4gb 2400mhz at 1.65V.
And my question is the following one can I get the Vulcan and just set the voltage from 1.65 to 1.35? also the frequencie from 2.4ghz to 1.6ghz or 1.3ghz ?
Thing is when I looked into the BIOS the voltage one my current ram was locked ... could it be because its DDR3L ?or perhaps I didn't looked into it enough ...

okay got confused, your motherboard support according to specs: https://www.asus.com/us/Motherboards/B150-PLUS-D3/specifications/
4 x DIMM, Max. 64GB, DDR3 1866(O.C.)/1600/1333 MHz Non-ECC, Un-buffered Memory Supports Intel® Extreme Memory Profile (XMP)
* Hyper DIMM support is subject to the physical characteristics of individual CPUs.
** Refer to www.asus.com for the Memory QVL (Qualified Vendors Lists).

looked at the list of QVL and there is no mention of DDR3L working on this board. 99% are 1.5v/165v and 1% 1.35v

But I don't use DDR4 ....you just showed me the difference ....
My motherboard uses DDR3 can't use DDR4 I use DDR3 ... that's why I asked If I can use some higher voltage ddr3 ram and lower it myself ...
