100% active disk windows 7

For the last few months i have been seeing my HDD running 100% of the time in the active disk area of the resource monitor.
it seems the "system process" is running well over 1,000,000b's per sec. and few other windows processes doing this also.

(its getting alot worse now)
how do i force all windows processes from hogging the computer making it a snail?

i will be slow at responding atm.

((i wondering if this has something to do with my PC refusing to sleep (i tell it to but it reboots right away less then a sec) ))

(my spelling and all is not the best sry about that. ))
