Old gpu works new gpu no signal

Hi.

First here are my 'old' specs:

MBO Asus p8p67-m pro
CPU i5 2500k (aftermarket cooler)
RAM 4x 2gb ddr3 corsair
GPU asus 560 ti dcu II
PSU corsair TX650
1 ssd and 1 hdd

I bought a new asus strix 1060 6gb to replace my asus 560 ti dcu II. Also got new ram 2x 8gb ddr3 corsair and a new case that fits the card.
Migrated everything into the new case (not the first time I'm assembling a pc) instaled new gpu and ram, turned it on and I have no signal to the monitor (used a dvi cable) no bios or anything, just a black screen. The LEDs on the card slowly flash in red color, the fans spin but no signal.
When I install the old card everything works.

Things I tried:
- placing old ram
- changing ram position
- reseting bios (several times - both with jumpers and removing the battery)
- updating bios
- placing old card to use ddu
- using a display port cable instead of the dvi
- trying different psu connection cable
- disconnecting usb mouse and keyboard
- disconnecting the hard drives
- different pcie port

Also tried removing the card and ram and then reseting cmos and turning it on without the card and ram and then turned it off instaled card and ram and still nothing....

Any help would be apreciated.

It is certainly possible that the new GPU is DOA. Do you have access to another PC to test it in?

Also, make sure you have the PCIe power (from the PSU) connected firmly into the power socket on the GTX 1060 when you install it.
