4790k is not supported probably a motherboard limit, you may try a fresh bios upgrade, but Hp like dell often do not have for later on upgraded or top of line cpu. and the TDP is 84W for this motherboard and the 4790K is 88 Watt, which is probably the real reason.

I had the same problem a year ago.

I have installed processors driver in devices manager (right click on the processor on the list of your devices - click uninstall)

right click on my computer what processor is displayed by windows new or old?

if this does not help I would update bios.

i had i5-4460 3.2ghz and all pins were fine
