I have i5 4460 and planning to upgrade my gpu.. If i upgrade to rx 580 / 570 it will bottleneck or not? Which a best choice for my cpu?

Depends on the game and resolution, it might slightly bottleneck a 580 in some CPU heavy games at say 1080p or lower. I would say a RX 580 decent pairing with a 4460.

No of course not. A bottleneck is just the limiting component in your build for a certain game or application, there is always a bottleneck somewhere.
One component holding back another component is not going to damage anything lol.
