Is there any way to edit BIOS on Pascal graphics card? i want to disable GPU Boost.. and all the things need to be edited..

No not that I know of, that's why people have to do do things like shunt mods to increase the power limit instead of just altering the BIOS. I believe nvidia runs a hash on the BIOS to make sure nothing was changed when the system boots, if anything was changed in the firmware the hash numbers wont match up and the driver will crash.
