I recently ordered a new motherboard from Amazon as well as a power supply since my old one fried my old motherboard. I tested the power supply on my roommates computer with my gpu and they both worked fine. I brought it into my system and the graphics card fan won't spin or light up. I tried both pcie slots as well as tried his graphics card and the same thing occurs. Any help is truly appreciated.
 
Solution
If the PSU and GPU are fine in another computer and the new motherboard is not shorting to the case, then it's defective (presuming the CPU and memory have been tested good on a different motherboard to ensure the old PSU didn't also fry them).
