Reinstalling window 8.1

I downloaded window 8.1 in my usb then I when into pc and recovery because I wanted factory new pc mine is already window 8.1 so I press on delete everything and reinstall window after that I clicked deleted all of my file instead of deleting every thing because I wanted to reuse my pc (it was a suggestion) then my monitor was turned off but pc was still running and I tried to turn on and off the pc but the monitor still have the yellow light and btw when I turn on my pc I hear a beep sound don’t know what that meant a but plz help me

When you start-up your computer, do you hear any beeps? This might indicate a problem with the computer (video adapter).

YOur problem might be at three places:
- the video adapter in your PC
- the cable between the PC and the monitor
- the monitor itself.

Its a desktop and when i try to turn it off completely and turn it back on nothing happen still the same its like the desktop and monitor not even connected
Still yellow light on monitor indicated that its not turn on

Then you're for more troubleshooting...
- When you turn it on, can you hear fans in the PC turning on as well?
- If your keyboard has status LEDs (NumLock, CapsLock) - do they change state when you press NumLock / CapsLock?
- If you can connect another monitor (most modern TVs can work as PC monitors) - have you tried that?
