Is there a way to tell if a GPU works without plugging it in?

Is there a way to tell if a GPU is in working condition without plugging it in to a computer? As in, going to a Craigslist meet up, and checking if the GPU is even operational, or there pulling a fast one on you. Specifically a GTX 1080 8gb Asus strix gaming, thanks for any help in advanced!

Look for suspect stickers. Does he have an original receipt for it? Any sings of abuse?

Short answer, No. You have to install it somewhere, apply power, and check that there is output to a monitor before you can know if it works for sure. You can't tell just by looking.

Ok, I was thinking of something along those lines, but he says he "downgraded", it's still has a box and guides, so it looks authentic, but the fact that he downgraded from a 1080 puzzles me, anyhow, thanks.

The short or long answer?

Of course, you need to plug it into a power supply. Look for flaws on the stickers or any kind of damage, erosion on the metal contacts before connecting the card to a computer. Like a RAM or an SSD, you can't look t it and say "It works flawlessly!".
Better not give a blind shot and test it somewhere. Run software to see if it matches the standard specification (factory). If not, it's not 100% healthy
