First time builder troubleshoot help?

Hello fellow enthusiats. I decided to tackle building a pc head on.
Specs,
Ryzen 1300x
Sapphire nitro LE rx 580,
B350m mobo
Spec o-2 case,
500gb samsung ssd.

So now to the question. I have not gotten my ram yet, its last on the purchase list, but i have most everything else installed and wired so i thiught why not see if its working so far. Leds, fans all cam on, the EZ DEBUG led lit up red for dram just like i knew it would, because there was none. Buttttt something i didnt want to see however, was the cpu led also red. I pushed reset and while holding thr reset button, the dram light goes off but the cpu light stays on, is my motherboard saying my cpu has fsiled before its even tried to read it?

Well being a nervous finnnicky first time builder i started taking things apart, i had a really hard time getting the fan odf because of the heatsink and ended up pulling the cpu right out the motherboard witthout ever having the chance to life the lever, i know, yikes. So i cleaned everything off and put the cpu back in, making extra sure it was in just right, red led stilll on. So now here are my choices, amazon will let me rma both the mobo and the cpu, but do you guys think this is neccesarry? Is it clear cut what is causing my problems and im just missing it? (Yes i tried things like resetting cmos but nada).

Now priginally i didnt make anything of it because i just thought maybe its an error cuz no ram so its for some reason lighting both up, but i called a guy who knows a little about xomputers and he told me absolutly no that if the cpu light is on its cpu related, but at this point to me honestly it looks more mobo caused. Let me below i guess, thanks.

Personally I think you should just wait a bit until you've got your ram before taking any drastic actions. Ram memory "works closely together with cpus" and it is absolutely necessary to have ram installed for your pc to post. I do agree that is is slightly strange that your motherboard reads a cpu problem but I think its entirely possible that your system will work perfectly fine as soon as you've got your ram installed!
