Good PC with low fps in "waves". Need a fix. CSGO

Ever since my use of a new graphics card: NIVIDEA GeForce GTX 1060 6GB from my older graphics card: GTX 760, I have been experiencing moments of high fps of about 200-300 fps which should be normal, then sudden drops as far down to 30 fps. The time of low fps varies between 30 sec to 1min 30sec. These drops I'm experiencing are from all games including Destiny 2, paragon, and especially CSGO.
I have noticed while playing that a fan rev's up near the end of the fps drops, then I'm back to 200-300 fps in CSGO.
Before with my GTX 760 I had smooth fps and no problems at all (It seems to me right now that it is better then my GTX 1060).
I've tried running CSGO in all low setting but no luck. Also have been using ASUS GPU Tweak2 to try and overclock and set fans to a higher setting but no luck.

Here are some other specs:
Processor: Intel Core i7-4790 CPU @ 3.60GHz
Installed RAM: 16.0 GB
Windows 10

There is your problem. First, it is quite old and outdated. Not too mention, it is also quite weak and not up to the mark. Certainly cannot push enough for the 1060.

I would replace it asap. Get a quality unit from EVGA, Seasonic or Corsair. Never cheap out on a PSU.

Is there any other info that I can give to make the problem more apparent?
