Everything lags but I have the correct specs

Every game I play is laggy but I know my laptop meets the requirements of the games I want to play. OSU!, LOL, and CSGO.

Here is my specs:
Think Pad T540P
CPU i7 4600M 2.9 GHz
4 gigs ram
Win 10
GPU Nvidia 730M

What could be causing this? I know this isn't the best thing to game on, but its all I can get and I know its not trash and should be able to run the really low intensive stuff.

Update the GPU driver to the latest. While you do that use the Custom Installtion open and check the Clean Installtion box so it removes any old drivers. Next go into Windows Power Options and selsct the High Performance plan. (it may be hidden with a dropdown arrow).

Next in the Nvidia control > Manage 3D desttings > Global Settins > Power Management select Prefer Maximum performance.

Note that those settings will severely cut down on battery life.

Im ok with the low battery life. I never leave the plug at home.

Are you sure it's using your 730M in games? You can run a program like MSI Afterburner while you run a game. It'll give you an onscreen display of information which you can choose to see. Among other things, it can tell you what GPU the game is using. My first step would be to verify the 730m is being used.
