I don't know what to upgrade to

I currently have a i5-6400 CPU with a Hyper T2 Cooler and in general everything runs fine. Newer games i get some stutters but no real FPS loss. What i don't know is if the CPU is causing a bottleneck in these games or if its just my GPU throttling. I have a weird ASUS Reference 1060 6GB which likes to run at 84C when playing games and 40C at idle, i plan on smacking an Arctic cooler on it soon. Also my other issue is the motherboard, i bought an OEM so the motherboard doesnt exist on the ASUS website. what id like to do is some simple overclocking but im on a budget for these parts so any suggestions would be great! ATX Motherboards are preferred though because i have a Phanteks P400 Case

Ok.. Then what I would do would be to use MSI Afterburner and select a custom fan curve, more aggressive. It may get a little noisier, but you want to avoid hitting 83º under any circumstance...

1060 starts throttling at 83ºC. If yours is running at 84 indeed it may be throttling a bit. What I would do in your place is to just improve the case's cool. Do you have fans in your case? Try adding a couple if you don't, maybe one in the front pulling cool air and one in the back or top pushing hot air out. You just need to cut a couple of degrees from your video card and that may be enough.

I have 6 fans in my case, one thing is probably the ambient temp in the room but even if i get my room to be an icebox I usually only see 36 C

If the card has its fan already running at 100% and you're still going above 83º, I'd replace it.
