New build, no POST, no display

Hi all, I was looking for advice on any additional steps to diagnose why my new build is not POST'ing or displaying before I RMA. I believe it is the motherboard, but I'd like the input of this forum as I believe you all have far more knowledge on the topic. First time a new build of mine has not booted, so I have never had to RMA any component. Currently it is breadboarded with the CPU, CPU cooler, one stick of RAM, and GPU installed to the mobo and connected to the PSU.

Some steps I took to test the aforementioned parts were:
-Install the new RAM into an older working build (new RAM boots old computer fine)
-Install my old working RAM into new build, and into each RAM slot
-Use an older working PSU to test (EVGA Supernova 850 G2)
-Use an older working GPU to test (EVGA GTX 1080 FTW)
-Double check CPU pins weren't bent, or any thermal paste on any contacts
-Installed a working mobo speaker (no beeps ever)
-Disconnect and reconnect all power cables

Things of note, fans spin, mobo illuminates, memory and processor are compatible with mobo, DVI cable was tested onto both GPU and onboard connectors, debug code LED on mobo reads 0d (reserved for future AMI SEC error codes as stated per manual), only the DRAM EZ debug LED is illuminated on mobo with or without RAM and/or GPU installed.

I appreciate you all reading this lengthy post. I really would like to make sure I haven't overlooked anything, and it really is a faulty motherboard so as not to get a replacement and have the same problem arise.

Mobo - MSI Z370 GAMING M5 LGA 1151 (300 Series) Intel Z370
CPU - Intel Core i7-8700K Coffee Lake 6-Core 3.7 GHz (4.7 GHz Turbo) LGA 1151 (300 Series)
GPU - EVGA GeForce GTX 1080 Ti FTW3 GAMING
RAM - G.SKILL TridentZ Series 16GB (2 x 8GB) Model F4-3600C16D-16GTZ
PSU - EVGA SuperNOVA 850 G2 220-G2-0850-XR 80+ GOLD 850W
CPU Cooler - Corsair Hydro Series H115i

With only the CPU and cooler, I get three long beeps. With a stick of mem installed, zero beeps. In both cases, only the DRAM debug LED is illuminated out of the four (BOOT, VGA, DRAM, and CPU).

In my original post, I ruled out the ram module by testing it in another computer. Subsequently, I placed RAM I knew was good into my new build with same results. And I also checked for bent pins, also stated in my original post.
