Is there anything similar to radeon chill on nvidia
I have an gtx 1060 msi gaming x and my monitor is 75 hz so there is no point to run csgo at 200fps
So i could save power if there would be something similar to radeon chill with nvidia cards

There is adaptive and fast sync on the green side of the aisle. Open Nvidia's control panel and click on 3D settings. In the Global settings, scroll down to Vertical Sync. Click on your desired sync feature. https://www.geforce.com/hardware/technology/adaptive-vsync/technology.
Yes
In the Nvidia control panel.
Manage 3D settings.
Power management mode.
Choose adaptive mode.
This will try to match performance with your monitors refresh rate.
In your case you would get 75 +/- FPS.
